kissing…..how to hint and how to?

i like this guy, A LOT, and he likes me A LOT. we’ve been alone together a few times, but he hasnt…done anything (like touch my elbow etc) so i want to help him along the way. i know he likes me, he’s really shy and has never had an actual relationship before me. he had the PERFECT opportunity a few days ago, when our families were in my friend SG’s lake, and everyone went off to go explore the woods or something. the adults went inside to get some fishing poles and bobbles. it was just me and him together with fishing nets n the water under the dock, ALONE. so why hasnt he kissed me yet?
so how do i hint i want to be kissed?
and how do i kiss?

i have thought of something.
we go swimming together often. i thought it might be really romantic (*blushes*) to kiss while we were in the water. what do ya think?
but; another thing 
. what if i kinda..well, lean in to try to kiss him and he backs away? and im kinda a klutz so what happens if i fall on top of him (please keep in mind i visualize this being in water, and we r both pretty good swimmers, so dont worry.) or i fall and i hit him with my chin or something? again, what if he backs away? im so klutzy!! i can see myself botching it up! btw the only time we r really alone is when we go swimming cause him and i like to try to catch fish with the nets.

also, my lil sis has come and snuck up behind me and has seen my question. now she want to kiss someone, too. is she too young, she wants to know. she is 12 going on 13 in december.

how do i know if he wants to kiss me? but wont "touch" my elbow etc. ? help!!!

getting you lips ready:
first exfoliate with sugar. it softens and cleans your lips, but also leaves a sweet taste behind.
-put some Sugar in you palm
-take the other finger (wet it)
-put some Sugar on your finger tip
-rub in tiny circles on your lips, then all the way around the lips.
LIP BALM!!!!!
Relax the lips:
don’t look tense in the lips, its a kissing turn off
first come touch:
begin with a slight touch of the hand or shoulder. make it quick and innocent. comparing hand size its a cute thing to do. say something like "your a really good swimmer! it must be because your hands ar bigger then mine..let me see!" then compare hand size and then close your hand, intertwine your fingers.
Make eye contact:
look at his eyes
look at his lips for a few secs
back to the eyes
now back to the lips
This is the biggest, easiest hinting towards a kiss!!!!
Slowly more closer:
move in for the kiss yourself! with all the hinting, he should know its coming! till you head a stare at he lips then look at his eyes as you lips make contact!! 
CONTACT!!!!:
you have made contact with his lips!!! pull away and look right into his eyes,smile, silently you will decide whether to go for more!!!
Soft lip lock:
kiss his lower or upper lip and put away gently… to see how this fells, take your pointer finger and thumb and hold one of your lips, and gently pull in. release in abut a inch away from the face
french kiss:
use your tongue
part you lip slightly and take you tongue and brush their lip. if they response positively, take Your tongue and touch theirs and push it gently. then move it around in there a little. when you get good at that, trying taking gum (a flavor that both of you like) and pass it between your mouths. you can also you ice
Final tips:
relax!! nothing ruins a kiss but tense lips. if this is you first kiss, stay with a peck (closed mouth, pucker, and just the lips touch………like they way you kiss a parent good night) and a soft lip lock.
and i also want my first kiss to be in, or under water yeah, i haven’t had my first kiss either…
